PA Council on the Arts Fellowships

The Guidelines and CueRate online application for 2008 Fellowships are now open and available. the deadline for online submission is August 1, 2007. Read the information provided below for details and links.

Description:
The PCA supports outstanding Pennsylvania artists by awarding Fellowships on an annual basis. Award amounts are either $5,000 or $10,000. Fellowships are offered in a variety categories of artistic discipline. The categories, listed below, are organized into two groups, with deadlines on the first business day of August in alternating years: e.g. 2006, 2008, 2010, etc. Folk Arts Apprenticeships are offered annually. Contact the PCA for assistance in determining your artistic category, group and application deadline.

The PCA has scheduled free workshops throughout the state to inform artists about the Fellowship application process and the changes that will be implemented for the 2007 deadline.

CueRate - NEW!:
The PCA, Mid Atlantic Arts Foundation and Carnegie Mellon University, Center for Arts Management and Technology announce the release of the electronic grant application - CueRate. The CueRate system enables applicants to complete the PCA Fellowship application on the World Wide Web. The application can be filled out and submitted electronically to the Fellowship Partners.

Folk & Traditional Arts Definition:
The PCA defines "traditional arts" as arts that are indigenous to a specific community, whether ethnic, geographic, religious, occupational, or familial. These arts have evolved through time within the many groups that make up Pennsylvania's population. Traditional arts take such forms as dance, song, instrumental music, storytelling, craft, and decorative arts. The traditional arts reflect the aesthetics and values of that specific community. Integrated into community life, these arts often serve as symbols of a group's identity or heritage.

Traditional arts are generally learned informally within the community, through careful observation and practice. They are learned from elders and masters and are often passed on from one generation to the next. Individual artists may be recognized for their excellence, their extensive repertoire or their particular styles of performance.

This program does not fund presentations that are highly choreographed or orchestrated reproductions of historical objects, or the production or marketing of crafts or other traditions that are not part or the living heritage of particular communities.

Folk & Traditional Arts Apprenticeships:
These apprenticeships support artists who practice the traditional arts found in communities across the Commonwealth. An apprenticeship is a partnership between a master artist recognized by his/her community and a qualified apprentice. A successful apprenticeship requires careful planning and communication between all individuals involved. Master artists and apprentices should work together to develop their plan of study and must apply together. Proposals for second year partnerships must show what was learned in the first year and that new skills or repertory will be learned in the second.

Funds may be used to:

  • Compensate a Master artist's time (the time of an apprentice cannot be paid)
  • Compensate travel for a Master artist or Apprentice
  • Purchase supplies or film/tape for documentation.

Fellowship Eligibility:
Applicants must be creative artists who are current residents of Pennsylvania, and have been Pennsylvania residents for at least two years prior to the application deadline. The following individuals are not eligible to apply: Individuals enrolled in high school, or in a bachelor's, master's or PhD degree program in the arts. If you received a Fellowship, you may not apply for a Fellowship in the following year.

Apprenticeship Eligibility:
The apprentice must be a resident of Pennsylvania, and preference is given to apprenticeships with a Pennsylvania master. Masters from outside Pennsylvania may be sought, especially if no master in the tradition is available within Pennsylvania.

Apprentices must be individuals who have demonstrated competency in the basic skills in the specific tradition of the apprenticeship.

A master artist must have attained excellence within his or her tradition and be recognized as such by members of his or her community.

While most apprenticeships take place between one master artist and one apprentice, other arrangements may be more appropriate to a specific art form or tradition. These arrangements should be described fully in your proposal.

Application & Funding Process:
All Fellowship and Apprenticeship applicants must sumbit a completed application using the PCA's eGRANT online application system. In addition to the application forms, applicants must also send program-specific work samples and support materials to one of the PCA Fellowship Partner organizations listed below.

Notes:

  • Crafts, Craft traditions, and Visual Arts applicants must submit work samples through eGRANT.
  • Do not send your Fellowship materials to the PCA office in Harrisburg.
  • Applications are reviewed by a jury of arts professionals in the fall prior to the Fellowship year. Their recommendations are then submitted to the Council for final approval.

Evaluation Criteria:
The artistic quality of the applicant's submitted work is the review criteria for selection. However, in the Folk & Traditonal Arts and Arts Commentary categories, additional review criteria are applied in the evaluation process.
